This is an Irish wine glass cooler or rinser made from lead glass, which is an unusual item from the late 18th or early 19th century.
These are about the same size as a finger bowl and were used to rinse or cool wine glasses between each course of the meal at the Georgian dining table.
This one has good detail with multi panels cut around the lower base and vertical cuts in groups, over every other panel. It has two pouring lips and made from lead glass, having a soft greyish colour.
